atelier in the marketplace catalogue

the repo exists now — gitea.officer.dev/plugins/atelier, public, master, in the
plugins org like every other one — so the bundled catalogue can name it.

BUNDLED is the offline floor under marketplace.officer.dev, not a duplicate of
it: a machine that cannot reach the marketplace still sees the plugin. the sync
picks it up from gitea on its own, verified — 14 plugins, atelier among them.

`has` says all four, which is true of it: the proxy router, atelier_* tables in
officer_db, the generation sidecar, and three panels.
