remove mint-tmp.ts, committed by accident
a throwaway that mints an owner jwt for end-to-end testing. its cleanup never ran because the command that created it timed out, and the next `git add -A` swept it in. no secret in the file — it reads the signing key at runtime — but a token minter does not belong in the tree.
