a commander moves its results into its own directory

"output goes in this directory" was not enough, because the ACTION decides
where the action writes. the platform's transcribe task files the text
beside the recording — right for a person clicking a file, wrong for a
commander, and the first real first-turn walked straight into it: it
offered to transcribe "the same way", meaning into the folder it watches.

so the rule is now explicit about the case that actually arises. when an
action leaves its result outside this directory, move it here. every time,
without asking.

the reason, in the file, so it is not just an instruction: it puts the
commander's work in the middle of the thing it is watching, where the owner
did not ask for it, and where the next pass has to tell its own output
apart from its subject.
