remove launcher_config.json, an unused stray from the initial commit

Nothing in this codebase reads or writes it — no code, no docs, no reference to
port 3333 anywhere. Its own last_updated timestamp (Dec 2025) predates this repo,
and its shape (host/port/enable_request_logging, Python-isoformat timestamp)
doesn't match anything Officer generates; there is no Python in this repo at all.
Swept into the first commit by accident, not something the platform depends on.
