hold shared components at zero hardcoded strings
The area reached zero convertible strings, so it goes in ZEROED and the scanner's --check now fails if a future feature reintroduces one. Verified both ways: exit 1 naming the string and file when one is added, exit 0 when it is gone. Enabled per area rather than globally, as the doc says — officer-web and officerdev are still at 559 and 578, and would be red for weeks.
