drop htop from the core package list, unused next to btop

Nothing references it — btop is the one the System Monitor app actually embeds
(docs/navigation-audit.md, /system-monitor/btop). htop was just sitting beside it on
all four package managers with no caller anywhere, and its own first-run message asks
for sudo to be useful at all.
